The paper based on the first generation of emergency rescue & command communication system, and Emergency Preplan for National Mmine Accidents and Disasters and rescue regulations,analyzes the procedure in the emergency rescue & command and the model of information flow transmission in coal mines, and presents the system model of the new type emergency rescue & command communication system.The new type system composed of the rescue terminal, the underground command station, the ground command station, and the remote command station with the three-level-command system, besides has the general system's the voice and audio communication function.but also has the new functions,such as the circuit dormancy& wakening,Two-way Video, and multi-parameters environment monitoring.Design of system in the process ,expands the existing ADSL network, in the guarantee band width's situation, extends effectively the network coverage area; In the battery capacity sampling module design by USB, the absolute error less than 0.002, the relative error less than 0.05257%, have surpassed the design indices; Sound sampling and transmission module with USB work in 500Hz~1500Hz, the sound effect is good, which fit the human to talk in the frequency band; During hibernating the rescues terminal's current is 20mA, which is only 1/40 comparing with working in normal communication status, therefore,the function of the hibernating and wakening prolongs the work-time of the battery and reflect the characteristic of the multi-work. After the long-term application, the new system conforms to the emergency command flow and the first-aid staff's need, the function is more perfect and practicability.
