A Case Study Of GIS Technique Application To Plan Environmental Impact Assessment

"People's Republic of China Environmental effect Appraisal Law" frist chapter, which carried out on September 1,2003, explicitly stipulated carries on the value of this law that carrys out the implementation of sustainable development strategy in China,prevents the bad environmental impact, and promotes harmonious development of economy, society and environment, means that the mainly evaluation object of construction project that Environmental Impact Assessment has carried for 20 years,will Transform into equal attention the construction project and Plan Environmental Impact Assessment(PEIA),and promotes great development of Strategic Environmental Assessment(SEA).With development and implementation of PEIA, researchers and scholars begin to research on methodology of PEIA,which is the best of researchs of PEIA.The paper,based on the land use status and environment hypersensitive targets of the 8 afflicted counties: WuDu, WenXian,KangXian,ZhouQu,HuiXian,ChengXian,XiHe and LiangDang,firstly introduces related definitions, application and research development of GIS and PEIA;secondly collects, statistcs and analyzes the detailed Basic Data and Matic Data about the evaluation region;then uses gis technologies to output and show the Land Use Status of the 8 afflicted counties and carry on digitalization about the functional zoning region of Nature Reserves and National Forest Parks in the 8 afflicted counties;the last uses gis technologies to Re-division of suitable and unsuitable redevelopment area to the 8 afflicted counties,and based on the afresh redevelopment area ,adjusts the original and allopatried redevelopment area of the post-earthquake reconstruction plan,which makes the consistent of the plan and environment. Protection ,and gets a good evaluation result.The paper mainly researchs on GIS Technique application to Plan Environmental Impact Assessment,is a methodological attempt of PEIA,uses a lot of softwares,sach as ArcGIS,Photoshop, Microsoft Office,and crosses the Environmental Science and Spatial Information Science.
