Study On Risk Assessment Of Strategic Environmental Assessment

Plan environmental impact assessment (PEIA) is to analyze, forecast and assess the influence that the plan may lead to, it is a kind of strategic environmental assessment. Some high-level plan environmental impact assessment need to deal with the position and dimension of the construction in the region. At present, the lack of study on procedure steps and technical methods of risk assessment in PEIA is a major obstacle for engaging in risk assessment.Based on the literature reviews about PEIA and risk assessment at home and abroad, comparing their feature, analysing the inner character of risk assessment in PEIA, this paper points out that the aim of risk assessment in PEIA is to identify and analyze the venture source, guide the position and dimension of construction as well as the soil utility in region, and give feedback. The paper summarizes the property and relative problem of both, and put an emphasis on expounding the assess procedures. With the risk assessment in Ping Ding Shan chemical industry park plan environmental impact assessment as an example, this paper discusses the applications of risk assessment to plan environmental assessment.The main innovation herein is lighted and embodied in:(1) At present, the domestic cases about risk assessment are mostly construction risk assessment, there are fewer domestic cases about risk assessment in PEIA. This paper chose the risk assessment parts of the case which was participated in by the author during master. This case had higher representativeness and prospective, could be appraised as outstanding works for risk assessment of PEIA studying, and had very good directive significance as to the similar project.(2) Based on the theory of PEIA and risk assessment, this paper unifies the aim of both, and summarizes the property and the relative problem of risk assessment in PEIA. By drawing lessons from the theorys of construction risk assessment and the security assessment, the paper summarizes the assess procedures of risk assessment in PEIA.
