Study On Method Of Plan Environmental Impact Assessment

It's an effective method to break the restriction of environmental impact assessment (EIA) by using plan environmental impact assessment (PEIA). There's no denying that PEIA has extend the field of EIA. And it is an important approach to implement the sustainable development strategy and scientific development concept in our country. However, the absence of sufficient studies on the steps and methods of PEIA is the dominating obstacle to develop PEIA nowadays.Based on the literature review and two tipycal cases study on PEIA from the research projects of Chinese Research Academy of Environmental Science, several key steps of EPIA, including identification, tiering, prediction, analysis, and evaluation, and the application of the assessment method from EIA and plan in PEIA were discussed. The results showed that:(1) For the work procedure of PEIA, it was an effective way to tier (scope) the environmental impacts of plan by linking the decisive factors (e.g., scale, distribution, structure, etc.) to the main environmental issues focused on in PEIA. And it was a valid method to find the optimized program by partially using alternatives.(2) The technology and methods from EIA should be adjusted according to the tier and the high lights of the PEIA, while utilized in PEIA. And according to the research, two indices, eco-connectance park area enterprises and byproduct and the rate of waste recovery for resource, to quantitative evaluation of eco-industrial park area were also fit for EPIA.There were several innovations in this paper.Firstly, in terms of the procedure of PEIA, the thought to combine the decisive factors of plan and the main environmental topics to tier PEIA was proposed, and then the concrete steps were designed.Secondly, on account of partially using alternatives was virtually to optimize the programs, the way to adjust the steps of prediction, analysis, and evaluation was put forward.Finally, how to use the technology and methods from EIA in PEIA was discussed, and the typical case study was carried out.
