In the formation and development of the city, the river as the most important resources and environment carrier, it relate the existence of the city and restrict its development, it is a most element to effects city style and glorify city environment; at the same time, it is life's source of the city, it usually decides bloom and downfall of the city; what is more, it is green lifeblood of the city, it plays a most important part in keeping Eco-balance.But in the speeding up of the urbanization and increase of the population, when the human enjoy convenient of the river, they also transform the city river gradually, as a result, its function is degrading day and day, Eco-balance is destroyed seriously, the problem of water environment pollution and water resource shortage becomes more and more serious, it already brings about people's vision. Onsequently, water environment pollution controling of city river is paid attention by the people of the internal and overseas, it becomes more and more urgent.On the basis of the city river water environment pollution controlling of the researches done by scholars both home and abroad, the thesis realize simulation calculation of city river water quality by establishing water quality model. Aims at present pollution situation and existential problems of the city rivers, by combinning with the water pollution control, using self-purification capacity of the waters, the sewage at the drain is disposed in order to make the water quality meet the control target requisition. The optimization model which takes into consideration of the costs of both the sewage disposal and the water resources is constructed preliminarily, after confirming the water requirement of the rivers and average rainfall replenishment total flux of the year, utilize the model to process optimization calculation of the flowwing volume of every river and the sewage disposal rate of each drain , it provides a certain reference to the water pollution control simulation and the optimization.Taking Visual Basic 6.0 as platform, the thesis exploits the computer assistant system. The system adopts man-machine interaction mode and has the advantage of easy and simple to operate. It can assist users efficiently to realize the simulation calculation of each river and optimization calculation of sewage disposal rate of limber holes on each river. Because the established optimization model is a calculation program that is nonlinear, so adopting accelerated genetic algorithm, and compiled with Fortran language. The program can be invoked by VB, which makes it have good versatility.
