The dambreak hazard of tailings pond can waste a lot of tailings, and also tailings flow can flood farmland, pollute environment and endanger people's lives. So it is very necessery for mitigation system and safety of tailings dam to evaluate the dambreak hazard risk of tailings pond and build risk management system that educes according to the dambreak hazard risk evaluation result of tailings pond. This paper makes use of risk evaluation theory to assesse the failure hazards of tailings dam, estimate acception degree of risk and explore the system of risk management according to the evaluation result.In terms of risk evaluation of dambeak, the technique methods of disaster risk evaluation are summarized and are used by breakdam risk evaluation system of tailings pond that involves collecting information, risk assessment, damageability evaluation and risk management.On dambreak risk evaluation system of tailings pond, risk degree expresses the risk of breakdam and is calculated by product of failure probability and damageability degree. Failure probability involves the stability asseessment of tailings dam. The author summarizes the theories and methods of stability of tailings pond that include analysis of seepage stability and stability against sliding. For the last one the author introduces the limit equilibrium method and two kinds of numerical analysises they are Slide and Flac. In terms of probability analysis using Monte-Corlo simulation methods and Slide software calculates the failure probability of dambreak. Damageability evaluation of dambreak of tailings pond is a important part of risk evaluation of risk evaluation system of dambreak. Damageability degree expresses damage extent of dambeak. In present, because there are few studies about damageability analysis of dambreak hazard, the forecast models of debris flow hazard incidence are used to simulate the incidence of tailings flow of dambeak on damage analysises of dambreak. According to the method that calculates damageability degree of single channel debris flow damageability degree of dambreak of tailings pond is calculated from damagebality of substance, economy, society and environment.In terms of risk management of dambreak, the author promotes his main ideas by summarizing and annalyzing the relevant techniques and theories of risk management . Risk mangement of dambreak of tailings pond mainly includes risk control and emergency response system. On the bases of these researches on preconditions of risk evaluation and management, the author builds a risk management system of dambreak of tailings pond.Risk management of dambreak built on risk assement of its. The methods of dambreak risk evaluation can calculate risk degree, then making use of risk management system to determine whether the risk is acceptable, if we accept the risk, then we will defend further expansion of risk. If the risk is not acceptable, we can take techical measures to reduce the risk untill an acceptable level of risk. However, tailings dambreak hazards are inevitable, such as earthquakes, other natural disasters and man-made mismanagement and so on. Therefore, the emergency response is included in safety management system. The Govvernment and related departments make respond quickly to prevent further disasters when disasters take place according to the emergency response system of dambreak.The theories and techniques of risk evaluation and safety management system of dambreak of tailings pond are applied to Yinshan tailings pond that receives good results.
