| Tailings pond is a special industrial facility that alternates between construction and production cycle,it’s an essential component of mine production.Due to the poor stability of the stored tailings,and the complex and changeable internal and external conditions during the production and construction period,safety accidents happen frequently in the process of production and construction for tailings pond,which not only endanger the normal production order of the mine,but also cause adverse effects on surrounding residents and the environment.Safety risk management is a highly applicable management method,which could systematically and comprehensively identify and manage hidden risks,it’s an effective method to improve the safety management level of tailings ponds’ production and construction.Based on the above background,in order to make the safety resources of the mining enterprise be reasonably allocated and utilized,and improve the production and construction safety management level of the tailings pond,this paper studies and analyzes safety risk management of tailings pond production and construction in H iron ore project.The main contents of this paper are as follows:(1)Identification of safety risk in the process of production and construction for tailings pond: This paper analyzes tailings pond production and construction characteristics and safety risks characteristics of a certain iron ore project.Through the analysis of literature、government website information and carrying out surveys of mining enterprises,sorting out 18 pieces common safety risk events,including humans and tailings pond facilities risk event.The project WBS was decomposed and operation process was sorted out,the corresponding risk factors were analyzed by comparing safety risk events with WBS.Combined with similar project safety checklists and expert opinions,finally get a safety risk factors list consisting of human factors,material and equipment factors,environmental factors,organizational management factors,factors of the tailings pond,a total of 5 first-level indicators,17 second-level indicators,and 45 third-level indicators safety risk list.(2)Evaluation of safety risk in the process of production and construction for tailings pond: Based on the list of safety risk factors for the production and construction of the tailings pond,the AHP method was used to construct the hierarchical structure of the project,and the index weights of the first-level and second-level risk factors and the overall ranking of the indicators were obtained.Among them,the ranking of the importance of the first-level indicators is human factors> factors of the tailings pond> organizational factors> material and equipment factors> environmental factors.Through fuzzy comprehensive evaluation,it was concluded that the overall risk of H tailings pond production and construction project was between medium and high,and the overall evaluation results of the project were analyzed.Then,the evaluation results of the firstlevel and second-level indicators of this project are analyzed respectively,according to the overall risk ranking of the second-level indicators,dam system factors,safety awareness,professional skills,and safety management are advanced risks.Tailings discharge system,tailings pond maintenance management,material reserve and quality,factors of backwater system and physical condition are intermediate risks.(3)Deal with safety risk in the process of production and construction for tailings pond: Combining safety management theory、risk management theory and safety laws and regulations,this paper puts forward the countermeasures for coping with safety risks in the production and construction of tailings pond.Then based on the risk evaluation results,countermeasures are formulated for high grade,middle grade and lower grade risks.This paper establishes a safety risk list using literature research,enterprise research,expert interviews,etc.Comprehensive application of AHP method and fuzzy comprehensive evaluation method to achieve the safety risk assessment result,and formulated countermeasures for high,medium and low-level risks.After practical verification,the management methods proposed in this paper are feasible and effective,and have certain guidance and reference significance for the safety management of the production and construction of tailings ponds in other mining projects. |
