Regional development activities in environmental impact assessment is in a certain area, the objective of sustainable development, regional development planning based on the whole, the region to be considered a variety of socio-economic activities carried out by the impact on the environment which the development of and protect the virtuous circle of the region to achieve sustainable economic development of the best course of action or program, as well as regional development planning and management decision-making process. With the continuous development of China's economic construction and sustainable development in the implementation of the strategy to carry out environmental impact assessment of regional development and the urgency of the need to become increasingly prominent, however, the regional development of China's current environmental impact assessment needs to further improve the theoretical system, the regional development environment impact assessment of the theoretical research and practical activities is particularly urgent and necessary.In this paper, the characteristics of regional development, regional development EIA problems and needs of actual work, regional development through further analysis of the meaning of EIA, constructed to reflect the sustainable development of regional development and the sustainable development of degree level for the overall objective of the index system. The indicator system by the economic, social, environmental, composed of three sub-systems, in line with the sustainable development concept, and has some practical value. And the use of AHP to determine the weight of the indicators, the use of Fuzzy Analytic Hierarchy Process (FAHP) conducted a comprehensive evaluation of sustainable development reflects the relative nature of the qualitative factor in favor of fuzzy quantified; factor for a similar nature are also be beneficial to combine fuzzy quantification, play while reducing the evaluation factors reflect a more comprehensive role.Taking Chizhou Economic Development Zone as an example, by using the evaluation model of its comprehensive evaluation, the results show that the social sub-system SDI reaching 0.87 in maximum was in very good condition. Economic sub-system and environment sub-systems were about 0.39 and 0.56. That means the sustainable development was in poor or middle state. SDI for the region as a whole at about 0.57, in a middle state of sustainable development. As a result, from a macro point of view, planning is conducive to the implementation of regional economic, social and environmental development. However, the economy of the SDI system is relatively low. We believe the regional development planning is necessary to further improve the economic sub-system level.Here the main problems are analyzed on the basis of Chizhou Economic Development Zone. Some suggestions and countermeasures are put forward for the decision-making and implementation of the adjustment.
