Study On Application Of Recycle Economy Theory To Regional Plan Environmental Impact Assessment

With the rapid development of global economy, sustainable development of human society have attracted the whole world's attention. Strategic Environmental Assessment(SEA) as one of the most exercisable approaches to sustainable development has been paid more and more attention . As the most important part of SEA, Regional Plan Environmental Impact Assessment, whose target is to confirm the regional plan can promote sustainable development or not has been applied widely in china. However, how to make it more effectively with the theory and method of sustainable development is a fatal topic for all the people working on environmental protection. Meanwhile, the theory of recycle economy with pollution prevention as its startpoint, with material recycle as its feature, with social, economical, environmental sustainable development as its final target, has attracted people's attention increasingly, and the practice of recycle economy has been taken rapidly in china. So the thesis mainly contents:(1) Introduces the processs and the background in which SEA and recycle economy were brought forward at home and abroad;sums up the present research situations and practice progress of SEA and recycle economy;on the basis of the theories about SEA and recycle economy, discusses the necessity, feasibility and detailed method to apply recycle economic theory to Regional Plan Environmental Impact Assessment.(2) Taking indicator sytem as cut-in point, constructs a recycle economy indicator system available for Regional Plan Environmental Impact Assessment. The indicator system falls into five basic parts: general evaluation, systemic evaluation, status evaluation and variable evaluation. Twenty-nine indicators are chosen from economic and social advancement aspect, recycle feature aspect, energy and resource's efficiency aspect, ecologyical and environmental benefit aspect, management and Industrial system aspect.(3) Provides the indicators' target value for coastal area in china and puts grade evaluation standards forward for recycle economy development index. Besides, applys the modle of grey associateive analysis on Regional Plan Environmental Impact Assessment.(4) As a case study, the indicator system and the modle of grey relational analysis are used to assess the General Plan of Jingang District in Dalian. According to the plan, recycle economic development level of Jingang district is on the Middle level at present, andwill be on the High level in the year 2010 and the Higher level in the year 2020. Butthere are still many things to do at the aspects of economic and social advancement,waste recycle and reuse, recycle economic management and industrial planning. So theauthor suggests that enchance relative indicators value and give more detaileddescription about management institution and admittance examine system.It's the first time to construct a recycle economic assessment indicator system inRegional Plan Environmental Impact Assessment, and put the target value forward forcoastal area in china in the next 20 years. Considering the idiographic traits of the city, theauthor introduces the modle of grey relational analysis to Regional Plan EnvironmentalImpact Assessment. It is concluded that the indicator system and the assessment method areeffective and exercisable, and the study can also provides some information and advicewhich are mensurable for relative sector.
