Thesis And Case Study On Regional Planning Environmental Impact Following Assessment

Environmental Impact Assessment (EIA) is one of the most management systems. It has made great effect in Chinese environmental protect projects in the past twenty years when it has been implemented. As it is implemented more deep, its effected field has expanded to Regional Environmental Impact Assessment and Environmental Impact Assessment for Planning from Environmental Impact Assessment for project and so are the contents from Forecast Assessment to Post-Project Evaluation and Following Evaluation. However, there is no accepted viewpoint on lever, process and content of regional planning Environmental Impact Assessment; and also, there is hardly thesis and practice on Following Evaluation, which has great positive effect on Environmental Impact Assessment for Planning. This paper focus on this two important problems. First, on the basis of review of relevant thesis and practices of Regional Environmental Impact Assessment and Environmental Impact Assessment for Planning, the differences and sameness were found, and then the differentiation and relation between them were analyzed. What's more, the conclusions after analyzing were gotten: regional planning Environmental Impact Assessment belongs to Environmental Impact Assessment for Planning on lever, on process and contents it should combine both Regional Environmental Impact Assessment and Environmental Impact Assessment for Planning. At the same time, this paper put forward that: Regional Environmental Impact Assessment is the primary form of Environmental Impact Assessment for Planning and it is the transition from Environmental Impact Assessment for project to Environmental Impact Assessment for Planning. Then, on the basis of Post-Project Evaluation, environmental audit and Effectiveness of Environmental Assessment (EEA), the applying area, content and process of Following Assessment were discussed. On the foundation of thesis study, the thesis were applid into the national first case of Following Assessment-Ningbo Daxie Development Zone Environmental Impact Following Assessment.
