The water is the human survival basic condition,our country fresh water resource is shortage,and the population base is also big,caused the water resources average amount per capita to be lower.Day by day the serious water resources is shortage and the water environmental pollution will become the primary factor of the restriction social economy sustainable development.This needs us to carry on processing the waste water has been used,establishes the Sewage treatment plant, enables its to be possible to circulate the use.The design of Urban sewage treatment plant must first involve to the sewage treatment craft plan choice,to a great extent this will decide the investment and the run cost for the Sewage treatment plant.The craft choice should give careful consideration according to the raw water quality,the water leakage request,the Sewage treatment plant scale,sludge handling method as well as local temperature, engineering geology,land-levying expense and electricity price.Usually in such choice process,always needs to concentrate many experts or the policy-maker simultaneously carries on the plan and the proof choice.But because of the individual experience,the knowledge and difference by chance,has the possibility to cause various experts either the policy-maker selection scheme completely inconsistent or unreasonable.Therefore,the domestic and foreign scholars using solution methods and so on analytic hierarchy process,fuzzy comprehensive judgment,element analytic method have conducted the massive research,but also has some insufficiencies.For instance relies on the factor excessively to a certain extent the weight,to various targets factor's influence same level regarding,does not have the prominent certain influencing factor importance,does not tally with the actual situation.This requests the policy-maker to have the thorough understanding to the question,according to various factors control relations determination weighting factor.Because of randomness,the fuzziness and pessimistic often coexist in the object and the question we study,and the sewage treatment craft plan's choice involves to the economy,the technology,the operation management and the environmental effect and so on many uncertainty factor,therefore this article has established the union analytic hierarchy process fuzzy pessimistic coupling model.This model uses the coupling way,on the foundation establishing the multi-level evaluating indicator system, combing fuzzy mathematics' in indetermined measure fuzzy degree of membership concept and the multi-level target weight analysis method with the gray connection analysis method,applied to optimum design of waste water treatment technology,provides the auxiliary decision analysis for the Policy-maker,provides the scientific basis for the decision-making.
