The Research On Environmental Governance Capacity For Local Government In Construction Of Environment-friendly Society

The 17th National Congress of the CPC explicitly proposed to build a resource-saving and environment-friendly society which precisely responds to the current severely-damaged natural resources and environment. Through an in-depth analysis on the function and role ,and the problem of how to improve the environmental governance capacity in the construction of the environment-friendly society for local government , this paper attempts to put forward some useful policy suggestions on China's economic and social development and environmental governance concept. Moreover , the study can help the construction of the resource-saving and environment-friendly society in Wuhan Cities and Changsha-Zhuzhou–Xiangtan cities. So the paper has a strong theoretical and practical significance.When the central government put forward the strategy of environment-friendly society , the region has become the important place to construct the environment-friendly society.Furthermore the local government play an important role in the construction of the environmental-friendly society. This thesis mainly discusses the problem of how to improve the environmental governance capacity in the construction of the environment-friendly society for local government. The thesis first presents an analysis that the local government should have strong capacity of environmental governance in the construct the environment-friendly society. After that , the thesis evaluate the the current state of the local government's environmental governance in China as well as their causes that obstruct the improvement of the environmental governance capacity. On the basis of the theories of the"Polycentric-cooperative Governance"and"New Public Administration"as well as relevant domestic and foreign experiences, the thesis put forward some policy proposals for the Chinese local government to improve their capacity in environmental governance. The proposals include the following: the establishment of the concept of eco-civilization in China, the optimization of the institutions in charge of environmental protection,assessing local government performance combining with the green GDP index and strengthening the environmental responsibility institutions , increasing the local government's investment in environmental governance, raising the local environment protection departments'independency, relaxing the government's environmental regulation, improving the market mechanism of the public environmental services, carrying out the mode of the polycentric-cooperative governance, forming the internet in public environmental affairs.
