Research On The Issues In The Locality Environmental Pollution Governance In The Perspective Of Polycentric Theory

Natural environment is the foundation of humanity's survival and development,Environmental problems are the important factors that affect the society's sustainable development.Therefore,bringing the environmental pollution under control and protecting the ecological environment become the common interests and practices of human society.In recent years,environmental pollution occurs frequently and bring serious damage to human society and natural ecology.How to curb the occurrence of environmental pollution is the serious difficulties that we need to face and overcome through the power of government,enterprises and the public and other multiple subjects.It is necessary to formulate and perfect the polycentric and comprehensive management strategy about environmental pollution,and improve the ability to dealing with environmental pollution with the power of government,enterprise,the social public and other multiple subjects.Based on the above-mentioned background,this paper takes the field research survey and questionnaire survey as assisted research.First of all,In August to September period,we carried out the annual inspection to 23 hospitals in LuJiang county about nuclear technology application of radiation safety,and realized some problems of prevention and treatment of environmental pollution.Second,selecting a chemical industry enterprise and its environmental pollution plan as an example,the purpose is to interpret the advantages and disadvantages of local enterprises compiling environmental pollution plans and to explore the effective experience and solutions.Finally,in order to explore the role of social public in dealing with the environmental pollution,This article selects the 100 questionnaires,to search after the social public's recognition and attention of abrupt environment affairs,as well as analyze the measures and provide a reference for environmental pollution governance in actual work.The main research contents of this article are the following several aspects:Firstly,the article recommends the background and significance of the research,including the research method and the theoretical analysis,and forms the research framework and innovation point of this article.Also introduces the relevant concepts and the theories basis related to this topic research,polycentric theory concepts and theoretical basis.Next,through field investigation,questionnaire survey,and taking a chemical plant as an example,this chapter mainly analyzes the current situation of environmental pollution and briefly expounds the general situation of environmental security and the disposal process.Then,based on the previous analysis and field investigation,this part mainly discusses the existing problems from the government,enterprises,social public three dimensions.Finally,Based on the perspective of polycentric theory,the core of this paper is to come up with countermeasures about environmental pollution management and make a summary with the purpose of providing new option of thoughts.Under the polycentric theoretical framework,through the mutual penetration of theory,integrated layout of strategies,and the internal and external experience,this paper mainly explore the existing problems and the specific schemes including local government,enterprises and the public's environmental pollution collaborative governance.lt has unique value and innovative significance of improving the governance level about local environmental pollution and realizing the sustainable development of regional economic and environmental civilization.
