However, the international climate cooperation regime faces many problems to be tackled. The "Kyoto Protocol" is a crucial international legal document of climate cooperation, but it is not perfect, with some defects in it. The United States, Japan, European Union, Russia and China play a very important role in global climate cooperation.Sovereign state is the leading force in climate cooperation, and the Intergovernmental Panel on Climate Change (IPCC) promotes the international scientific research and international climate cooperation with four reports.Around the world, the response to climate change has become a test of a state's leaderships in terms of decision-making ability, diplomatic capacity, and coordinating capacity.
