Researches On International Political Game Of Climate And China's Strategy

Word, such as climate changing warm,energy-saving and reducing emission of green-house gas Climate-summit,Climate Cooperation,Climate-negotiation more and more appears in net,media,periodical,magazine,government document and professional works. From all kinds of international governmental organization,countries to enterprises,household,individual all have pay special attention to above words. By several-decade's analysis, scientists all over the world find out green-house gas produced by human's activity, especially industry manufacture is the primary cause which makes world's climate changing warm. Moreover, detrimental effect brought by climate changing warm is more and more obvious,Climate-problem like sea level lasting rising,ice and snow in South and North Pole speeding up melting,flood bursting out excessively is one of the most severe conundrums and challenges to whom human race have to face, thence, international environment preservation is becoming more and more important and has being been a core issue of world's political,economical field of contemporary era. So, reducing emission of green-house gas to defer climate changing warm has become the common sense of the people all over the world.However, climate resource is a kind of public product and has the nature of being non-competitive,non-xenophobic and exile. This makes game of climate-politic issues of international community become considerably complicated, such issues comprise how to reducing emission of green-house gas; adopting which criterion to limit the emission amount of all countries in the world; how to obtain much more emission amount under the condition of undertaking lesser responsibilities. Taking all mentioned above into earnest consideration, we can easily reach the conclusion that climate negotiation can't solve "bottle-neck" problems of congregate action and international climate cooperation in future must not be a smooth process but a hard process besetting with conflicts,difficulties and compromises.At present, climate problems are becoming more and more politicized, which will have an profound impact on world order's re-shape and the conversion of world economics'developing mode.Between North and South camp, within camp, there exist perplexed,fierce political game in order to maximize the interest. In the new period, China's climate negotiation has acquired significant accomplishment, but also has been criticized, which is extremely bad for our country's image on international community. Especially, with economy growing rapidly, China has replaced United States becoming the biggest emission country in the world. What we talked above all embody that China is in a disadvantageous position in international climate talks, and former climate policy is not fitting for climate diplomacy in new circumstances. So, it is imperative to conceive new countermeasures to respond international climate talks in the future to compete for advantageous developing space and realize the conversion of economics'developing mode. The above mentioned is the emphasis of this thesis.In addition to introduction, the thesis includes 3 parts. Part1,briefly introduces the origin of climate problems,the cognition of climate changing warm and the essence,process of climate problems'politicization.Part2, mainly discusses the process of climate problems'politicization, besides, also introduces the origin of neo-Internationalism. arounding the game of climate problems in the new situation, mainly analyzes the actors,their position the Characteristics of game and the influence on our country. Under the new situation that the former negotiation strategy being not sitting for climate talks in the new period, Part3 put forwards how to change and construct countermeasures, revises the former negotiation strategy, for the purpose of changing our country's position from being Passive response to active participation,elevating our country's diplomatic discourse power of climate problems and acquiring a long time for the development of economic transformation to promote domestic economics'sustainable developing.
