Since reform and opening-up of China, great changes have taken place in the socio-economic. Economy grows, also increase the welfare of the residents, while environmental pollution also becoming more and more serious. With the regional and city economic development, environmental quality of big and medium-sized cities has been gradually improved, but the quality of the environment in rural areas is not optimistic. If environmental problems in rural areas is not completely resolved, it will inevitably affect the overall construction process and the implementation schedule of the goal of the new rural areas. Environment as a whole, rural pollution is bound to affect the environment of urban environment, will also affect the quality of life of urban residents. Resolve rural environmental damage and strengthen the management of the rural environment has naturally become a title of the construction of the new rural environment in meaning.Study at home and abroad available explores the rural environmen from the point of view of the economics, sociology, law, environmental policy and engineering. This article analyzes the environmental problems in rural areas from the perspective of Environmental Management Study. I believe that the rural environment deteriorating trend was the result of that the existing environmental management system in rural areas can not adequately adapt to the characteristics of the rural environment,and resulting in inefficient environmental management, and management has not worked.In this paper, a combination of theoretical and practical point of view, analysing and discussing the incompatibility of management system of our rural environment and rural environment problem on the whole. In the course of the study, take the appropriate induction and deduction, empirical and normative, as well as a combination of qualitative and quantitative methods, combined with economics, management science, law's basic theory, to explore and research the construction of new rural environmental management system Boldly.In order to improve China's rural environmental management system,this paper proposed that the expected goal is to change the traditional "top-down decision-making" model of government management, set up a combination of "top-down" and "bottom-up " social management. In order to ensure the implementation of the combination of "top-down" and "bottom-up" social management, we need to improve the current rural environmental management system. Specifically include the following: First, the legal level, formulate a "Rural Environmental Protection Act," amending the existing laws and regulations, and improve relevant laws, in order to create a favorable legal environment. Second, to further improve the Government's environmental management system. Including the establishment of the absolute power of the Environmental Protection Department in environmental management, setting up a "Rural Environment Division," vertical management of environmental protection institutions, strengthening grass-roots institution-building in environmental management and environmental monitoring and rural statistics system job, and so on. Third, exerting the role of village committees in rural environmental management,and think the rural village committees are the best grass-roots environmental management agencies.Finally, in order to protect the implementation of new rural environmental management system, put forward measures required. Includeing: First, educational safeguards. Educating the main body involved in environmental management, improve their awareness and ability to protect environment.Second, the legal safeguards.Putting "scientific development concept" idea into the constitution; protecting environmental rights of citizens; clearing the absolute power of Environmental Protection Department; granting the village committees powers of their own area of environmental protection services; Clearing citizens the right to accept environmental education and the state's obligation to provide environmental education. Third, the system safeguards. Setting up assessment of heads of local administration and one-vote veto system; improving the open system environment information; the establishment of environmental public interest litigation system; setting up a scientific evaluation system for environmental education. Through the improvement of the system to promote the implementation of the basic national policy of environmental protection. Fourth, organizational safeguards. Well-defined environmental management staff of the national civil service status; the establishment of full-time teachers in environmental education in rural primary and secondary school. Fifth, financial safeguards. Changing the "bottom-up" funding mechanism and practising the "top-down" funding mechanism to protect the funds needed in the rural environmental potection.
