Chemical industry is one of China's five pillar industries. For promoting the healthy development of the chemical industry and adapt to the world,many chemical industrial parks were built in the mid-1990s in China . In addition, a group of new chemical industrial parks will be constructed during the "11th Five-Year Plan",it can be expected that the next five years is the golden age for the development of China's chemical industrial parks.However,there are a number of enterprises and hazards with different affiliation. In the event of accidents, it is very likely to influence each other among enterprises and hazards ,causing a chain of accidents that is domino effect ,leading to heavy casualties and property loss and damage to the environment. In order to ensure the smooth production and life of the park,it is very necessary to assess the security situation of the whole chemical industrial park, however, there is no overall risk evaluation criterion present in China.The purpose of this paper is to develop a suitable overall risk evaluation model for chemical industrial park,thus it can be used for chemical industrial park planning as well as safety management.The following work is done in this paper:First of all, domino effect is studied comprehensive and detailed. The overall risk evaluation of a chemical industrial park which consider much more complex is different from a single device or a single plant safety evaluation. Domino effect is one of the most important factor to be considered.An overall risk evaluation model and method for chemical industrial park is illustrated based on domino effect. The overall risk is calculated through the superposition methods of a couple of single hazard unite allowing for regional risk assessment method and the actual risk of chemical industrial parks;the inherent risk and actual risk of a chemical industrial park are determined by development of regional indicators. A software - CPDEFRE used for overall assessment of a chemical industrial park has been developed by the combination of GIS(Geography Information Systems)and Sufer8.0 in the platform VB6.0.The overall security assessment of a chemical industrial park is carried out according to the proposed overall risk evaluation methods and the software developed.An overall security management modle for chemical industrial park is made. The ultimate goal of risk evaluation are risk control and safety management, safety management for chemical industrial park is studied allowing for the real risk of a chemical industrial park.for preventing the domino accidents,a cross-company measures-CipEDAP has been developed and a safety management program is illustrated;the hazard management at different levels is studied allowing for a number of different hazards in the chemical industrial park.
