Study On Rural Area Non-Point Pollution In Gansu And The Saving Countermeasures

Since the 1970s, China has been realized the importance gradually that to coordinate the relationship among the agriculture, population, resources and environment. The non-point pollution and its management also gradually entered China environmental protection agenda. Under the pressure of population growth and solving the food and clothing problem of peasants in poor area, China emphasized grain output growth and neglect environmental protection. That cause ecological deterioration and environment pollution during the poverty and economic development process in rural area, which became the one of the main problems that restricted China's development.In 2006, according to agriculture statistics, China rural energy consumption amount was about 9 billion tons, about 6 billion tons of energy was commodity energy, which was a quarter of its total consumption. The nation agricultural pollution has more than one-third of the pollution, and agricultural environmental pollution in the 21st century in China will be one of the biggest challenges. Therefore, the form of the rural energy conservation and emission reduction was very serious.This article used the method that combined dynamic and static analysis, normative research and empirical analysis, on the basis of analyzed the rural non-point pollution tendency, present situation and cause in Gansu province, referenced and absorbed the successful experiences at home and abroad about agricultural non-point pollution control and rural energy construction, and then combined the typical case investigation in mingyong, the paper put forward the saving measures for Gansu province, which finally filtered the policy measures, management system and technical methods that really suitable for Gansu rural reality, and can promote the harmonious development of economy and environment. The countermeasures mainly included strengthen the quality control and management of agricultural supplies; combined planting and breeding raise, developed circular economy, and developed rural renewable energy, etc. Text was divided into four parts, including:The first chapter is the introduction, which mainly includes the background, significance, content, methods, technology and purpose of study, besides, it's also explained the present study situation at home and abroad. The second part is analysis about rural non-point pollution in Gansu province. The paper expounded the ways of non-point pollution and their impact on the environment, and analyzed the change trend, present situation and the cause of rural non-point pollution in Gansu.The third part is the typical case investigation. On the basis of investigation about non-point pollution and energy consumption in Zhongnan, Zhangye, Gansu province, the paper discussed the achievements that Zhongnan village obtained since it's practiced "the national environmental action plan" two years ago and the problems still existed, and then put forward the more optimized advices.The fourth chapter is the study on energy saving and emission reduction measures in rural areas in Gansu. The paper summarized methods about the non-point pollution control and rural energy construction at home and abroad, on the basis of reference its successful experiences and then combined typical cases analysis, the article put forward the countermeasures for energy saving and emission reduction.
