Studies On The Eco-Compensation And Mechanism Construction For Water Source Area Of MRP Of South-to-North Water Diversion In Henan

By comprehensive use of the means such as economy, administration, law, and taking fund, project, technology coordinated assistance as instrumentality, and carrying on the compensation by the ecology product's beneficiary and the environment destroyer to ecological environment's protection main body. The application of ecology compensation mechanism in forests, minerals, rivers, greatly promote development of public welfare forest construction, mining ecological restoration, water quality protection, and improve the quality of the ecological environment.South-to-North water diversion is a significant strategic decision that the country carries on the cross basin water resources optimization disposition. The construction of Middle Route Project involves to different interest subject in water-receiving area Water Source Area. The Henan water source area mainly includes six counties, such as Xichuan, Xixia and so on. These areas are relative poverty, the environmental protection funds and technology are relatively weak, Ecological Construction and Environmental Protection responsibility are heavy. For better protection water quality, and to ensure Obtaining Actual Effect for South-to-North water diversion, needs to carry on a series of aid and compensation to Water Source Area.The main conclusion includes:(1)Middle Route Project has great influences on agriculture, industry, water conservancy, transportation and so on. On the analysis, the negative influence is bigger than the positive effect far.(2)The investment on reforesting, soil and water conservation, ecological agriculture, pollution control, as well as the limit industrial development creates opportunity cost loss, and social investment on immigrants settlement, there are about 59 billion of fixed losses and the annual loss of 2.8 billion in Water Source Area.(3)By using the international general willingness to pay, accounting the theoretical value of water resources value is 0.24 yuan per cubic meter, and the water resource value is 480 million yuan every year in Water Source Area. The total of ecological compensation funds is about 966 million yuan.(4) Ecology compensation target select five kinds, includes provincial level ecology public welfare forest, loss of soil and water amounts, water quality, water volume and mass of atmosphere, and to ensure the measurement of every index and compensate way.(5) Through measuring the amount of ecological compensation funds and the selection of indicators, and the economic and administrative means to defend and ensure the working of compensating mechanism, to establish an ecological compensation mechanism in Henan water source area is feasible.
