Restraining Factors And Decision Analysis Of Socialist Conservation Culture

The report of the 17^th Session of the General Assembly of CCP presents the idea of conservation culture. And it demands building conservation and basically forming industrial structure, growth pattern and consumption mode which are focused on saving energy resources and protecting ecological environment. This is one of the new demands to realize the objective of struggle in building a well-off society in an all-round way. It is a milestone of socialist conservation culture. Inner Mongolia Autonomous Region, as a green screen of North China, has a very important reason to reinforce the socialist conservation culture.The first part of the article mainly discusses the concept and characteristics of socialist conservation culture. Then it analyzes the background and current ecological situation in our country and also analyzes the problems.The second part of the article firstly gives a brief introduction of the development of the economy and society and the impaired condition of ecological environment in Inner Mongolia. Then it mainly discusses a set of problems and reasons in the construction of Inner Mongolia socialist conservation culture such as thought and knowledge, mass participation, coordinated development of the economy and society, economic patterns, style of economic increase, resource development and management, ecological compensation system, construction funds invested, subsequent ecological industry, laws and regulations and law-enforcing supervision, etc.The third part of the article mainly gives the countermeasures to the problems from eight point of views of thought and knowledge, harmonious society, industrial structure, traditional industry, prairie protection, ecological engineering, mining development and legal system environment.
