In recent years, because of the government's devotion toward the rural environment strength shortage, excessively the environmental protection that the energy put in the city up, plus the protection doctrine severity of the place and the environmental protection consciousness of the farmers weak thin, the mode of production is thick to put, pollute heavy, cause our country at the time of the city environment increasingly improve, but the rural environment problem is more and more serious.This paper adopted several research forms, such as literature review, social investigation and so on, systematically analyzed the serious situation of the rural environment and four environmental problems that existed in the new countryside construction : the pollution that caused by the agricultural activities; the negative ecological influence brought on by the construction of small towns; the environmental pollution brought on by the country corporations; and The rural pollution brought on by the city. The article thinks that different factors have contributed to the ecological environment problems. It includes economic reasons with deficient and inappropriate economic development. There exist many social and cultural factors including farmers' faint environmental consciousness and attitude to nature. In addition, that the government misgoverns the environment is its political reason.In view of this, this text is from the visual angle of Public Management, analyze the rural environmental question. According to the present conditions and features of environment protection in the rural area, we put forward a series of eco-governance measures and countermeasures. At first, we emphasize that should perfect various kinds of environmental policies and regulations, set up and amplify the control mechanism; Secondly, we should Strengthen the functions of the government, establish and improve the rural ecological environment of long-term mechanism for governance; Third, we should intensify the rural environment governance input; Fourth, we should strengthen the propaganda strength of environmental protection, improve the environmental awareness of local government and villager, popularize science and technology, set up ecological agriculture, realize the benign cycle of the rural environment finally.
