"Old plants new residence"phenomenon refers to the existing industrial enterprises which have been gradually intermixed by new residence,schools,shops,administrative organs,etc,in some regions of the cities or towns with the process of urbanization;industrial land and commercial housing land interspersed with each other,enterprise's production activities and environmental pollution have seriously affected the daily life and the physical and mental health of nearby residents,complaints from the masses and contradictions between old plants and new residence have been intensifying continuously.In recent years,the industrial enterprises in the suburbs of Hangzhou city are surrounded by residence and shops.Environmental pollutions occur frequently and the enterprises' development is restrained.For the sake of optimizing the urban spatial structure and the industrial layout,improving the urban environment,creating life quality city which is comparable to the World-renowned cities,Hangzhou has established the relocation plan of industrial enterprises in the pattern of "old plants new residence'according to industrial strategies,urban planning,environmental requirements,relocation benefits,etc.The industrial parks in Xiaoshan District,Yuhang Istrict,Tonglu County,Chun'an County, Jiande County,Fuyang County,Lin'an County,which accept the relocation Corporates will prioritize site-index.Therefor took Beida Bridge Chemical Industrial Area as the case,the main research contents of this paper are summarized as follows:1.Domestic current situation and countermeasures of the pattern of"old plants new residence"were summarized,as well as the history and countermeasures of this pattern overseas were concluded,which would provide theoretical and practical foundation for this pattern's issues analysis and corresponding countermeasures in Hangzhou.2.The study pointed out that the serious air pollution is the most important reason for the declining of environmental quality and a variety of intensification conflicts by analysing existing environmental data and inquiry sues from the characteristics of the industrial distribution,conditions of pollution sources,pollution effects and environmental quality status in quo,etc;environmental risk assessment by AHP showed that the distance between the risk-source and the receptor was the primary factor.3.Series of problems were summarized,including the problems brought by the rapid development of urbanization;the problems posed by the transition of structural adjustment of the regional function;the contradictions of the pollution discharge standards and the environmental aspirations of the residents;the difficulty to bring superior effectiveness of the land location into full play;the problems of staff placement and social stability.4.Corporate relocation is the fundamental measure to resolve the problems of Beida Bridge chemical Industrial area via selecting the optimization program from original site transformation,isolated grassland construction,reconstruction in the neighbourhood,corporate relocation and industry modification.In order to achieve a smooth relocation,this paper proposed countermeasures from three levels:macro-level(planning and planning implement level),meso-level(environmental sector) and micro-level(enterprise).5.The transformation of the pattern of "old plants new residence"can achieve by relocating polluting enterprises,adjusting and promoting the industrial structure of old industrial areas and the urban renewal by benefits analysis.This transformation of pattern will bring good economic benefits,environmental benefits and social benefits.The research on the optimization program selection and countermeasures of the pattern of "old plants new residence" in Hangzhou will provide a specific reference to solve the contradictions between plants and residence in the similar regions,to controll the existing factorys' pollution and to guide government decision-making.The innovations of this study were:1)The new term"old plants new residence'was defined for the first time;2)The selection of optimization program were explored for solving the pattern of"old plants new residence",Series of problems existing in the pattern and would encountered in the transition of this pattern were refined,and countermeasures were proposed from three levels:macro-level(planning and planning implement level), meso-level(environmental sector) and micro-level(enterprise).3)The research would provide a scientific foundation to solve the contradictions between plants and residence in the similar regions,to controll the existing factorys' pollution and to guide government decision-making.
