In order to eliminate the risks of gas pipeline, curb the pipeline accidents, ensure the safety of people’s lives and property, this paper to problem oriented and accident case analysis based, Analysis the situation of the pipeline safety management in Sichuan Province, and absorb foreign advanced gas pipeline management experience, and puts forward the countermeasures aiming at. Research has certain practical significance.Through the analysis about the present situation of gas pipeline in sichuan province safety in production and analysis of typical gas pipeline accident cases in recent years and accident statistics, this paper draws the following conclusions:First, the accident types of gas pipeline in Sichuan Province are:corrosion, defects and construction materials, natural disasters and other third party damage.Second, The change trend of gas pipeline accident cause in Sichuan is:gas pipeline laying speed period is the third party damage effect is the most serious period; lead to the problem of design and construction of pipeline leakage occurs mostly at the stage of pipeline operation, corrosion and material problems caused by pipeline leakage occurred mainly in the middle and late period of pipeline operation, safety management and the third party damage throughout the whole process in pipeline operation. The stable period of natural gas pipeline for 35 years, older than 35 years in state of pipeline presents the accident.Third, Sichuan gas pipeline safety management problems are:the pipeline integrity management system is not perfect, enterprise site security management does not reach the designated position, pipeline third-party damage present a trend of increasing government regulation, the main body of responsibility is not clear and implement, gas pipeline and contradiction exists in the development planning of urban and rural construction. Sichuan gas pipeline safety management problems are universal; this paper puts forward the countermeasures to help strengthen gas pipeline safety management, to ensure the safe and stable operation of gas pipeline.Combined with foreign advanced experience and domestic practice, the author put forward the scene of the pipeline integrity management, to strengthen enterprise safety management, and resolutely curb third-party damage, further defined the government supervision responsibility, strengthening the coordination between urban planning and pipeline construction and countermeasures.
