Study On The Problems And Countermeasures Of Environmental Impact Assessment System In Dongguan

Environmental impact assessment (EIA) system is a legal means used for investigatingand evaluating a project proposal from the site, designed of the project and effects on thesurrounding environmen after project put into use.it’s aim is to propose control mensures andmake the project have the permitted by law. EIA system is also a main legal mean to achievesimultaneous development of economic construction, urban and rural construction andenvironmental construction.Dongguan City is an industrial city and its industrial structure has a certain geographicalfeatures, representatives of the rough economy. This city began to aunch the EIA in the realityearly in China and have a more perfect EIA system.It’s very important to studay on the realityand problems of EIA system in dongguan that can provide a reference for other provinces orsities of china. This report is based on checking the previousresearches, inspecting andpracticing the real situation to analyse the reality and problems of the EIA system inDongguan. By doing the research, the main understanding can be achieved:(1). Through the method of statistics and analysis on documents shows that thecharacteristics and status of EIA system in Dongguan can be summary in the followingaspects:first, the government agency pay close attention to the environmental impactassessment document quality;second, the government agency strengthen the supervision ofenvironmental impact assessment organization;third, the government agency standardize theEIA institutions working behavior.(2).Since the EIA system implementation in Dongguan city has made great progress, butproblems still exist: the lack of judicial intervention in the EIA system; narrow evaluation ofboject and contents in the EIA process; the relevant subjects of EIA lacking of responsibility;lacking of public participation in the EIA system.(3). For existing problems in the EIA system of Dongguan, following recommendationswere made: perfect the mechanisms of justice in the EIA system; emphasis on EIA ofplanning and socio-economic EIA to expand the evaluation scope of the EIA; increasepenalties and perfect the responsibility system of relevant subjects of EIA; promoteenvironmental education, improve the enthusiasm of the public participation in environmental protection, perfect the mechanism for public participation.
