Benefits Of Urban Environmental Protection Measures

City is the symbol of civilization and flourish of human society, also plays a key role in the national economy. However, with the accelerated process of urbanization, we face more and more serious urban environmental problems. Urban pollution mainly caused great harm to human health. Through the effective management of urban pollution and control measures can improve the environment, thereby reducing disease incidence and mortality, reduce health costs. To evaluate the effectiveness of pollution control measures, to evaluate of the benefits of urban environmental protection measures, thesis takes the measure of limiting cars in Beijing as an example to estimate the environmental benefits of improving the air quality in Beijing in 2008.Thesis is divided into five parts. First, it introduces the research background, theoretical basis and research general situation at home and abroad. Second, it analyse the negative externalities of environmental pollution and the pollution damage. Third, it analyses comparative and confirms concentration-response function between air pollutant's concentration and citizens'mortality and morbidity. It analyses and determines monetization methods of the health benefits. Forth, it takes the measure of limiting cars in Beijing in 2008 for example to account for the effectiveness of the environmental protection measures. Five it is conclusions. The results are as follows: In 2008, the Beijing environmental benefits of air pollution control measures is 23.188 billion yuan, accounting for 2.21% of GDP. Among of them, the environmental benefits of environmental protection measure of limiting cars are 2.678 billion yuan.From the macroeconomic accounting systems view, accounting environmental benefits and green national economic accounting are the same. It is a part of the green national economic accounting. Accounting environmental benefits will contribute to the promotion of green national economic accounting.First, this paper emphasizes the accounting environmental benefits in the green national economic accounting, and helps to promote environmental protection measures carried out. Through accounting the environmental benefits, we assess the effectiveness of environmental protection measures to provide information for policy makers. We will be more care for the environment and actively take measures to protect environment.Second, accounting environmental benefits is a supplement of green national economic accounting. Currently, academic research is concentrated on the accounting environmental loss. The traditional national economic accounting subtracts from environmental loss to remind people the seriousness of pollution and the importance of environmental protection. But, objectively, it makes the promotion of green GDP face great resistance and makes Appraisal System Change about officeholders hard. The environmental benefits is an addition to the GDP accounting, not only for the promotion of environmental protection measures, but also for the promotion of green GDP.Third, this research estimated the environmental benefits of the limiting cars measure in Beijing in the form of demonstration. It has certain reference value for other cities to take measures to control environmental pollution in future.
