Since the 1970s, with the continuous development of China's industrialization process, environmental pollution has become worse and worse. Our government is now paying more attention to the serious impact of pollution on the society and economy, and has issued a series of environmental protection laws and regulations. In this paper, we first discussed the economic theory of public enforcement of environmental law based on the economic analysis of firms' environmental behavior,. Second, by studying the enforcement of environmental regulations of the United States, Japan, the United Kingdom and the Netherlands, this paper summed up the experience of enlightenment to China. Then, We made economic analysis to China's environmental protection law enforcement system, and analyzed the existing problems of the environmental law enforcement system. We collected environmental data of the 29 provinces in China from 2004 to 2006, and created a panel data econometric model to evaluate the effect of the enforcement system. Finally, suggestions were given to improve the effectiveness of the environmental regulation policies.
