The environmental problems brought by economic development are becoming more severe.How to realize the coordinated development of the environment and the economy has become one of the concerns of all countries in the world.China is in the process of rapid urbanization and is paying more attention to the sustainable development of urban economy and environment.Since the 18th National Congress of the Communist Party of China,the Party Central Committee has proposed to pay more attention to environmental quality.The proposal of the National New Urbanization Plan?2014-2020?further emphasizes that green and low-carbon urbanization is an important direction for Chinese future development.The research on the relationship between urban economy and environmental pollution based on urbanization levels has high significance for the development of new urbanization,and will provide guidance for the economic and environmental sustainable development of cities at different stages of development.The research object of this paper is 30 provincial capital cities?municipalities?in China.The STIRPAT model is used to analyze the impact of urban economic development on the environment in different urbanization levels.The Tapio decoupling model is used to economic development and environment of 30 provincial capitals?municipalities?.Corresponding suggestions for the treatment of major pollutants were proposed based on the analysis results.This study divides 30 provincial capital cities?municipalities?into three categories,high urbanization level cities,medium urbanization level cities and low urbanization level cities,based on the urbanization level indicators.The economic development status and environmental pollution status of each type of urbanization level city are analyzed.The analysis results show that the economic development of various urbanization level cities has a negative impact on COD and SO2 emissions,and the increase of urbanization rate will inhibit the impact of urban economic development on COD and SO2 emissions.The impact of urban economic development on the ISW emissions of various urbanization level cities is different.The economic development of medium urbanization level cities has a negative impact on ISW emissions.The economic development of high and low urbanization level cities has a positive impact on ISW emissions.The increase of urbanization rate will enhance the negative impact of urban economic development on moderated urbanization on ISW emissions,and inhibit the positive impact of high and low urbanization urban economic development on ISW emissions.This study selected year 2006,2009,2012 and 2015 to analyze the spatial distribution of economic and pollutant relationships in the capital cities of China in the past four years,and selected Shanghai,Zhengzhou and Nanchang cities respectively.The representative cities of medium and low urbanization cities analyzed the decoupling relationship between economic development and pollutant emissions in the three cities from 2004 to 2015.The results show that the urbanization level of the southeast coastal cities is generally higher,and the unit economic growth brings less pollutant value-added.The increase of pollutants brought by the economic growth of each city is decreasing with time.The higher the economic growth of a city,the less the increase in pollutant.Based on the relevant analysis results,this study analyzes the differences in the impacts of economic development and urbanization on pollutants in various cities,and economic development in high,medium and low urbanization levels from three aspects:economy,technology and population.
