The Study On Safety Management To Township Coal Mines In Yu Lin Area

Whether from the national or the local, the number of township coal mine is to the majority. But the coal mines'bad condition and management lead to many accidents. Therefore, only managing township coal mine well can we reduce the rate of coal mine accidents.This study is focus on the township coal mines of Yu Lin area which is rich of coal, aimed to improve the management and made some contribution to Yu Lin area.Previous studies of mining accidents are limited inside, this study is out of the framework, not only looking for internal reasons, but also external ones, which are more important, such as government control, and this will be an innovation to this study. In addition, there's no study that analyzes township coal mine safety to Yu Lin area from the aspect of management comprehensively, this study fills it and become the most important innovation.On the analysis of external reasons to township coal mines in Yu Lin area, the study uses PEST, focuses on the government control which is one of its factors. And reveals its current situations from the aspects of market access, daily supervision and postprocessing, such as Officer and coal collusion, the officer's nonfeasance and light punishment, then the reasons are analyzed, finally the countermeasures are proposed, which are implementing the accountability system, enhancing punishment, reforming tax system, expanding supervisory power, introducing the populace to supervise and so on.On the analysis of internal reasons to township coal mines, the study establishes a mechanism by human resources, management organization system and enterprise culture. Human resources include managers, proprietor, technical personnel and workers; management organization system means organizational structure and safety management system; when analyzing safety culture, a safety culture questionnaire which is based on Geert Hofstede's cultural measure model is designed, This model was used to study international culture before, but this research integrates it and coal mine safety, becoming this research's most important innovation. Finally, putting forward the on-job training to increase technology force; improving organizational structure of coal; perfecting safety management system; improving the performance of coal mines; Strengthening supervision and law force to the criminal; building enterprise culture Comprehensively, etc.The results of the study are:(1) provided a comprehensive management measures and ideas to raise management for Yu Lin area's township coal mines; (2) confirmed external environment also has important effect on mine management; (3) revealed the township enterprise culture more accurately in Yu Lin area, coal mines to all the towns can be generalized.In some way, whether in theory or in practice, this study has certain significance. Hope to have certain reference function to other areas'township mine and future similar studies.
