China Coal Mine Safety Management Research

China is the world's first coal power. Coal is China's main energy, and is the foundation for national economic and social development. Coal account for around 70% of the one-off energy production and consumption in China consistently, is projected to be 50% by 2050, so the coal industry must develop persistently, steadily and healthily. In reality, although there is no precise figure of mines and miners working underground, coal mine accidents in China rank the first in the world, we have to pay the 6,000 lives of miners or so for the coal production. China's coal output is about the 30% of total world coal production, but the death toll represented 80%, its number is four times of the other main producer countries of the world. In 2004, Chinese Coal Mine mortality rate fell to 3.08 per million tons, the best in history, but is still 100 times of America's, 30 times of South Africa's, 10 times of India's. Moreover, in the several hundred meters below, "complete darkness" mine, miners are facing both flooding, gas explosions, roof collapsed, and other direct fatal threat, and the silicon dust, coal dust, and other harmful substances, which make them infect serious diseases, and do harm to their health recessively. According to the Ministry of Health statistic data, occupational hazards in Chinese coal mine is very serious, incidence of the occupational diseases, such as dust lung, is very high.In the trend of global economic integration, the grim safety situation in Chinese coal industry has aroused world attention, it is likely to become an excuse for developed countries'trade barriers to China, and affect the development process of the whole industry. Therefore, whether from the points of ensuring workers'safety and health, promoting economic and social sustainable development, or from the perspective of conformance with the global economic integration, guaranteeing the international economic activities smoothly and safely, we need to strengthen the study of coal mine safety management, find some measures to reverse the passive situation, reduce or avoid of its further harm, and realize the coal enterprises'healthy and benign operation.From the perspective of individual enterprises, when casualties occurred, the reason can be attributed to technical reasons or management reasons.
