Human Survival and Development is inseparable from the environment. While nowadays economic developing rapidly and ecological environment getting worse,sustainable development has be taken seriously. To achieve socio-economic sustainable development must be based on continual increase of carrying capacity of ecosystems,on basis of natural resources and environment protection,compatible with resources and environment carrying capacity. As an important part of sustainable development research, ecological carrying capacity can measure whether human activities are in range of ecosystems capacity,whether ecological environment and economic society develop coordinately. Chaohu lake Basin is an economically developed area in Anhui Province. With the rapid economic development and population increasing, environmental quality of lake basin getting worse, ecological balance is difficult to maintain. Ecological carrying capacity has became the main constraints for regional development. Therefore, improvement of the quality of the environment of Chaohu lake basin has become an important subject of environmental protection.The article, based on the theory of the ecological carrying capacity and sustainable development and combined with economic and social development of Chaohu lake Basin, established a comprehensive evaluation index system of Chaohu lake Basin ecological carrying capacity. Take 2007 as an assessment year, by analyzing a quantitative evaluation on Chaohu lake Basin ecological carrying capacity, scientific judge the lake basin ecosystem development and propose the targeted strategies on improving the lake basin ecological carrying capacity.The paper analysises the physical geography, natural resources, environment and socio-economic development of Chaohu lake Basin, makes research on evaluation index system of ecological carrying capacity in China. The paper establishes a comprehensive evaluation index system of Chaohu lake Basin ecological carrying capacity in three areas:eco-elastic index, resource-environmental capacity and resource-environmental stress index.The paper makes analysis and comparison of the current commonly used methods of ecological carrying capacity, selects the comprehensive evaluation method, combined with the characteristics of the Chaohu lake Basin evaluation index system, takes the ecological elastic index, resources-environmental capacity and resource-environmental stress index, the three parts as assessment contents, and put forwarding the entropy method of deciding weight. From the above methods, we make a weighted calculation and evaluation separately on eco-elastic index of Chaohu lake Basin in 2007, resources and environment carrying capacity, and resources and environment stress index. The results show that, the eco-elastic index of Chaohu lake Basin is 0.53 at medium stability; resource carrying capacity is 0.431 at middle-load state; resource carrying pressure index is 2.54 at high-pressure state. Comparison of the various ecologic zone of Chaohu lake Basin, ecological flexibility index of Hefei at 0.229 is the lowest, which is at low steady state; resources carrying capacity of He county is 0.396, close to medium load; resources carrying pressure of Hefei is the highest at 15.71, which is under high pressure. Based on the specific research, the paper makes a comprehensive evaluation on Chaohu lake Basin ecological carrying capacity, combined with actual basin, determine the main factors on effecting of ecological carrying capacity and changes of the main factors with years, and finally proposed measures on increasing the utilization of Chaohu lake Basin water resources, vegetation cover and the control of population growth to ensure positive direction to increase the quality of the environment.
