A Study On Perfection Of Our Country Coal Mines Safety In Production Administrative Regulation System

The coal resource is the most important foundation energy to protect the rapid development of our country national economy,and administrative regulation is also the important protection of coal mines safety in production.In recent years,the situation of our country coal mines safey in production is overall better,but has still not gone out the accident-prone period,which indicates that our country current coal mines safety in production administrative system patterm,that"state supervision,local regulation,enterprise responsible",could not adapt the coal mines safety status completely,having certain drawbacks and flaws.Therefore, how to perfect our country current coal mines safety in production administrative regulation system has becoming an important research area of administrative management.This article take the government regulation theory and the administration system theory as the basic theory, from the angle that the basic elements of the administrative system to start systemly study on our country coal mines safety in production administrative regulation system. Finally, on the basic of foreign experience and our country actual situation,this article conclude that perfect the current coal mines safety in production administrative regulation system need to establishing a new pattern like that"state regulation,local management,enterprise responsible,society supervise", and in accordance with the new pattern to further put forward the countermeasure proposal to perfect the coal mine safety supervision system from the two aspects:static settings and dynamic operational mechanismimprove.
