The safety situation in production of collieries is directly related to the energy supply of national economy in China. Safety is the lead thing in coal production. However, the safety input is deficient, and so the safety misadventures happen recurrently.Based on stakeholder theory, the paper classified the stakeholders of coal mine safety input system, studied on coal mine safety input mechanism systematically from core stakeholders'perspectives, which were coal enterprises and government.The study of enterprises'safety input system is carried mainly through the scale and structure of coal mines safety input. According to reflective problems from the system evolution of safety input mechanism, these problems were empirically studied. Firstly, the study on the investment scale of coal mines safety applied co-integration theory and method, studied the judging identification, the financial characteristic, of safety input capability of corporations for the first time, that is regarding the profit as the indicator of whether the safety input is sufficient or not. Secondly, VAR model was applied to the dynamic response study on the factors which influence the safety input. The key factors are discussed. The study on the safety input structure of coal corporations is carried out from comprehensive factor input of state-owned key coal mines and from the actual case study of corporations.Safe and effective external regulation from government is the key of realizing the sustainable development of coal industry. The paper adopted two-stage dynamic game model to discuss the dynamic game relation between the government and enterprises.Key conclusions of this paper are listed as follows. Firstly, the weakening of safety input mechanism of collieries induced the deficiency and large arrears of safety input. Secondly, the safety input mechanism should be an organic combination of independent safety mechanism of corporation and safety supervisory mechanism of government. Thirdly, study on safety input should include the scale study and structure study of safety input. Fourthly, it is the effective external regulation mechanism of colliery safety that the key of durative development of the coal industry.Based on the above study, the innovations of this paper are listed as follows. Firstly, from the perspective of core stakeholder the paper studied the safety input mechanism systematically. It is more systemic and comprehensive than the past which simply focused on one single aspect. Secondly, the paper studied the construction of safety input mechanism from the behavior analysis of microeconomic entities. The paper indicated that the independent investment mechanism of corporations is the intrinsic factor of safety input mechanism of collieries. Thirdly, in the respect of research method, this paper applied distinct econometrics models to its positive analysis. The paper applied institutional economics, game theory and industrial economics to the safety input mechanism analysis, indicated that the safety input mechanism of collieries should be the organic combination of independent safety mechanism of corporation and safety supervisory mechanism of government.
