| Our cities are facing the predicament of being surrounded by waste. However, when it comes to waste disposal, there are inadequate landfills and great difficulties in choosing sites for waste incineration plants. In order to solve these imminent issues and turn municipal domestic waste into resources, the foremost step is the sorted collection of waste. However, regarding the sorting of waste, we are having problems like inuniformity in the sorting standard of municipal domestic waste, the implementation of sorting standard not being in place, the《Sorting and Evaluation Standard of Municipal Domestic Waste》not being in line with reality, fossilization and unfairness in the charge scale system of waste disposal as well as citizens lacking the knowledge in waste sorting. Concerning the collection of municipal domestic waste, the existing problems are related to mixed waste collection, inuniformity in the colors of the sorted collection bins, the collection and transportation of waste in bags, the facilities and equipment of waste transportation as well as the disposal of kitchen waste. Regarding the management of the sorted collection of municipal domestic waste, there is a lack in an effective supervisory or competitive mechanism, insufficient financial support for waste processing and little rehabilitative or punitive measures for offenders. To counter the above, it is suggested that in the area of waste sorting, there should be a unified waste sorting standard, a unified labeling and coloring system for the sorted collection bins, a unified waste sorting standard for public premises and private residences, a quantity based waste charge scale and a unified standard in manufacturing waste collecting bags. Regarding the collection of municipal domestic waste, relevant systems should be established to professionalize waste transportation and to pre-process the sewage produced by crushing kitchen waste. Regarding the management system of the sorting and collection of municipal domestic waste, an extended deposit system should be implemented, a legal system that can meet the needs in managing the sorting and collection of municipal domestic waste should be established, the enterprises dealing with the pre-processing of waste should be privatized, rewards and penalties should be intertwined, the publicity of waste sorting should be enhanced, a system to mobilize the property agencies to assist in sorted waste collection should be established, a comprehensive assessment system should be set up, an environmental education system should be formed as well as a strict punitive system. |
