The Study On Harmonious Evaluation Between Qilian Mountain Nature Reserve And Surrounding Communities

QiLian National Nature Reserve is the biggest forest ecosystem and wildlife protected areas in GanSu Province. There are a wide variety of life as well as ecosystem distribute over the mountain, it's the important biological resources in Northwest of China, and has an important role and value in maintaining the ecological balance. After the establishment of QiLian Mountain Nature Reserve was approved by the state council in1988, The local government strictly limits the use of natural resources, it causes serious impact on the production and living for the local residents.Moreover, with the impacts of changes in natural environment and human factors, eco-environment degeneration is becoming more and more serious. Based on this fact, it's necessary to study how to achieve the coordination between reserve and surrounding communities, and expect achieve win-win station among the eco-efficiency, economic and social benefits.This paper we choice Sunan county which is the key areas within the QiLian Mountain Nation Nature Reserve as the study object, selected 3 target layer of population, socio-economic, resources-environment,and 14 secondary indicators,use principal component analysis, AHP and calculation formula of harmonious, evaluate the development of subsystem and integrated system of population, socio-economic,resource-environment subsystem,also the degree of the three system-wide coordination. The analysis result shows that, from 2000 to 2008,most of the year,the integrated system was at a very low level of development, but showing a rising trend year by year;the relationship between socio-economic and resource-environment is incoordination obviously; the relationship between population and socio-economic is harmonious; There is a great difference in coordination degree between population and resource-environment in the various years. The coordination degree of the three systems is low, it showed upward trend firstly, then downward. At last, We put forward countermeasures and suggestions for the harmonious development between QiLian Mountain National Nature Reserve and Surrounding communities based on the evaluation conclusions.
