As the basic energy of our country, Coal plays an important role in support of national economic rapid and stable development. But the mass exploitation of coal resources influenced the sustainable development of the coal-mining area, and polluted the natural environment. To ensure the sustainable development of the coal industry, we must change the model of economic development, developing circulation economy. As the concentrated area, coal-mining area is the key fields of developmenting circular economy.Plan environmental impact assessment emphasize prevent and control the environmental problems from the source, has been widely applied in our country. But how to use the theory and methods of sustainable development to guide effective implementation of PEIA is still worth researching topics. Circular economy as the era product of sustainable development, is the essential condition to realize coordination of humanity, society, economy system and ecological system. Thus, put the circular economy into PEIA is an effective approach to judge the plan whether accord with the strategy of sustainable development. Based on the theory of circular economy and plan environmental impact assessment, this paper researches the application of rceycling economy assessment in PEIA.First, the paper introduced the research situation and practice progress of strategic environmental assessment and circular economy. Points out the scientific and reasonable circular economy assessmeny is to be the necessary foundation of PEIA, and analyse the availability of put circular economy into PEIA.Then, combined with the environmental impact characteristics of coal mining area, this paper constructs the evaluation model of circular economy, and establishes assessment index system of recycling economy, which are constituted by the economic benefit index, the natural resources index, the comprehensive utilization index, and the pollution emission index. The method of analytic hierarchy process with entropy modification is applied for calculating the indicator weight, and the fuzzy comprehensive evaluation method is used to assess the circular economy development level of coal-mining area.Last, this paper takes Jincheng Coal-mining Area as the research object to assessed the circular economy development level. The results show that the circular economy development level of Jincheng Coal-mining Area at a relatively high level. By analysis the results, we find the major limiting factors which restrained the good development of coal-mining area's circular economy. The finding largely confirm that this evaluation model of circular economy is practical, operational, and will provide a scientific and reasonable reference for further coal mine plan environmental impact assessment.
