It is only pointed out in the《Technical Guide of regional environmental impact assessment of Development Zone》to conduct the circular economy analysis for the typical industrial industry, and it is not a mandatory requirement. In addition, there is no requirement on the developing of regional environmental impact assessment guided by the circular economy theory, and no request on the analysis and adjustment on the reasonability of regional development frame structure with the circular economy theory from regional level.Circular economy is the good way to carry out the sustainable development strategy during the regional environmental impact assessment, while the regional environmental impact assessment need the support of circular economy theory and building up of the ecological industry park.On the basis of the investigation of industrial structure analysis and adjustment of Wukeshu Economic Development Zone, starting from regional development situation and pollutant resource situation, the thesis deeply analyzes the facts and future development of the characteristic industry of Wukkeshu Economic Zone - Cattle raise, by-products manufacture as well as solid wastes exhaust. Try to introduce the circular economy theory into development zone environmental assessment. Test to build the development zone circular economy industry chain based on Wukeshu economic development zone regional environmental assessment, and refer to the most obvious environment problem of the development zone, to set up the circular economy industry chain of cattle raise, providing the scientific base for selecting the enterprises to enter the zone and to build up the sustainable developed zone and featured ecological industrial park.
