If waste electrical and electronic products (WEEP) are not recycled validly, it will lead to serious waste of resources, and will also pose a serious hazard to the mankind survival environment and the human health. So, establish standardizing WEEP recycling system and effective management mechanism, to achieve harmless and resource recycling, and push the industrialization of recycling WEEP, is an important issue in China. And charge mechanism for recycling WEEP is the key and difficulty to promote the development of the industry for recycling WEEP. Now, analysis about charge mechanism of WEEP recycling in our country is not comprehensive, and the relative suggestions are qualitative, lack of quantitative discussion. At the same time, exposition about cost commitment and subsidy standard is almost blank, and analysis about the proceeds of behavior agents is not specific. So, it is necessary to study charge mechanism to provide references for constructing charge mechanism for recycling WEEP in China.First, the current status of WEEP recycling charge mechanism in our country are studied, and the adverse factors about building WEEP recycling charge mechanism in our country are summarized. At the same time, the current status of WEEP recycling charge mechanism in developed countries and regions are described and analyzed, and the relative comparison is made.Second, the type and implement effects about responsibility system, bearing charge mode, and fund management mechanism are discussed. Reference to the current status of WEEP recycling charge mechanism in developed countries and regions, and based on regulations for the administration of the recovery and disposal of waste electrical and electronic products, and considering the current status of WEEP recycling system and charge mechanism as well as the actual situation of current social and economic development in China, some suggestions about responsibility system, bearing charge mode, and fund management mechanism are proposed.Third, According to the different WEEP recycling models, and considering the cascade utilization of WEEP, namely, WEEP can be reused integrally, the components and parts can be reproduced, and the materials can be recycled or disposed, the cost-benefit models are established, the proceeds of behavior agents are calculated. At the same time, according to beneficiary-pay rule and the rule that responsibility, right and duty are equal to each other, cost commitment standard with proceeds distribution rate is defined.Finally, based on the recycling capacity, and introduced the recycling subsidy, break-even point is calculated under the piecewise linear relationship between cost function and recycling capacity through break-even analysis. At the same time, with MDC-CTM models and MDC-CMP models as the typical representative, the specific subsidy amounts under different break-even point are calculated, and relative factors are discussed.
