With the rapid increase of the economy, the demand of the energy is getting larger and larger. The slather using of the energy, especially the traditional energy resources, bring and accelerate the appearance of many environmental problems. In order to evaluate accurately the environmental impact of different pollutions, many methods about the environmetal impact have already been proposed by many researchers, including the exergy analysis method of the environmental impact which based on the thermodynamics and environics.Different environmental impact indexes and methods and its application conditions are discussed and analysed in this paper. The problems in the environmtal impact methods are discussed. After the comparison of the different environmental impact indexes and methods, the exergy analysis method of the environmental impact is mainly discussed.As for the exergy analysis method of the environmental impact, the advantages and disadvantages are proposed when exergy is used in environmental impact. A reference environmental model can be determined, and the dissipative exergy of the pollutions can be used to reflect the environmental influence degree of different pollutions.As for the reference environmental model, after the comparison of other reference environmental models, the conception of saferty reference environmental model which specially used to evaluate the environmental impact of the thermal power plant is proposed in this paper. The temperature and the pressure of the saferty reference environmental model are researched, also the standard substances and its benchmark concentrations. The benchmark concentrations of CO2,SO2,NO2 in the model and the relationship between the benchmark concentrations and the environmental harm coefficient are discussed. Meanwhile, the method to determine the standard substances and its benchmark concentrations of the main solid pollutions of the thermal power plant are discussed. Based on the saferty reference environmental model, combined with the environmental values of the main pollutions of the thermal power plant, the unit cost of the pollutions'dissipative exergy is discussed.At last, Based on the saferty reference environmental model, the exergy analysis method is used to evaluate the environmental impact with the date from certain thermal power plant. The environmental impact of the CO2,SO2,NOx in the flue gas are calculated when they are diffusing. And the environmental impact of the gas and solid pollutions of the thermal power plant is calculated with the exergy analysis method. The research in this paper can provide the method instruction for the application of the environmental impact evaluation methods and the determination the reference environmental model.
