This thesis is composed of two parts. The first part discusses the construction of evaluation indicator system, comprehensive evaluation and construction study of circular economy in Qingdao. And the second part discusses the environmental pollution characteristics and safety evaluation of soil heavy metals in Qingdao.According to the basic requirements of promoting circular economy in our country at present, the first part mainly sums up the advanced experience of circular economy development from circular economy theoretical research of domestic and international experts and scholars and the successful practice of circular economy at home and abroad. This thesis establishes the industrialization pattern of circular economy and illustrates its industrial character through society, symbiosis and enterprise three levels based on the current situation of circular economy development of our country. How to evaluate the development degree and trend of circular economy is a very important problem in the circular economy study. That is to say, which indexes can represent the development of circular economy and how to assess the current development degree of circular economy using these indexes are problems to be solved. This thesis establishes scientific and reasonable evaluation index system from macro-view, medium-view and micro-view according to the connotation and objective of circular economy, following the construction principle of circular economy evaluation index system and based on the national assessment index system of regional and industrial park circular economy published in november 2006. Because of lack of general evaluation and weight determination in current circular economy evaluation of our country, taking Qingdao as research case, the circular economy development status from 2000 to 2008 in Qingdao was evaluated by using multi-index comprehensive evaluation method. And this thesis establishes indexes weighting system using Analytical Hierarchy Process (AHP) which can present a quantitative evaluation on the development degree of circular economy in Qingdao. The comprehensive index of circular development of Qingdao is 0.8771 belonging toâ… level, i.e. the circular state. Eco-industrial Park is an important form of circular economy which is a typical example guided by the idea of circular economy. This thesis mainly analyses six integrated systems in Jimo Development Zone, integrated utilization system of materials, integrated system of water resources, integrated system of energy supply, integrated system of sharing information, integrated system of supporting facilities and integrated system of technical research. And effective development countermeasures and suggestion is put forward in this thesis.Taking soil heavy metals Pb, Cr, Cd, Cu and Zn on both sides of Songling road and Chongqing road in Qingdao and As, Cr, Ni, Cd, Pb, Cu and Zn in Qingdao High-tech Industrial Development Zone and its peripheral soil as research cases, the second part analyzes the distribution characteristics of heavy metals, makes safety evaluation of heavy metals in soil, and calculates the heavy metal environmental capacity in soil samples of Qingdao High-tech Industrial Development Zone. The results show that the content of Zn, Cd on both sides of Songling road and Chongqing road has already surpassed the standard of gradeâ…¢of environmental quality standard for Soils in China, which show that the over standard of Zn, Cd is relatively serious, but the contamination of Pb, Cu, Cr is relatively small. The heavy metal content on both sides of large traffic flow density highway is higher than the small traffic flow density highway through comparing Songling road and Chongqing road. The soil single factor contamination index of Cd is the biggest on both Songling road and Chongqing road which show that most of sampling points on both Songling road and Chongqing road are seriously polluted by Cd. The soil Nemerow synthetical contamination index show that most of sampling points on both Songling road and Chongqing road are seriously polluted by heavy metals, and Cd is the most influential factor of the Nemerow synthetical contamination index because of its biggest soil single factor contamination index. The study of form distribution and availability of heavy metals in surface soil on Songling road and Chongqing road can see the inert state content of heavy metals is about 50% in all sampling points although most of sampling points are seriously polluted. The bioavailability of all elements is low except Cd and Zn which potential hazardous is relatively great. So they have low risk to human and other living even if the synthetical contamination index reaches heavy pollution. The content of heavy metals in most of sampling points in Qingdao High-tech Industrial Development Zone and its peripheral soil has reached the standard of gradeâ… of environmental quality standard for Soils in China by research and analysis for heavy metals content. And the heavy metal distribution of soil profile in its peripheral farmland show that the content of As, Cr, Ni, Cd, Pb and Zn increase with the increase of surface depth except Cu. Ni, Cd, Zn and As in Qingdao High-tech Industrial Development Zone, and Cd, Ni, Pb, As and Zn in peripheral and wetland soil exist accumulated phenomenon in different degree through comparison to soil background value of Shandong province. The order of heavy metal environmental capacity in soil samples of Qingdao High-tech Industrial Development Zone is as follows: Pb> Zn> Cr> Cu> As> Ni> Cd, and the environmental capacity of Ni is negative in sampling points 9 which has already surpassed the capacity seriously. The order of heavy metal environmental capacity in soil samples of peripheral soil is as follows: Pb> Zn> Cr> Cu> As> Ni> Cd, which is consistent with the order of Qingdao High-tech Industrial Development Zone, and there is no negative in peripheral soil. The single factor contamination index show that the soil of Qingdao High-tech Industrial Development Zone is not polluted by heavy metals until now. The Nemerow synthetical contamination index show that the environmental quality of all sampling points is safety level except sampling points 9 which is warning level, so the rate of non-polluted reaches 100%.
