As one of the three basic materials in the construction industry, cement has occupied significant position in the national economy development. Due to the "two high one capital" feature, resources and environment constraints become more emerging in the cement industry, which leads to severe challenge in the sustainable development. As a new kind of economic development model based on the resource conservation and recycling, circular economy aims to realize a low consumption, low discharge and high efficiency, which has become the only way to achieve sustainable development in the cement industry, such as the resource conservation and reducing pollution sources and environment load. So far, however, the circular economy idea was only applied in some direct indicators, i.e., waste recycle and pollutant emission. Therefore, a comprehensive evaluation index system that covers all the factors in the production process in cement enterprises was desired, which could evaluate the level of circular economy development comprehensively. It was supposed that the system can find the potential in energy conservation and emissions reduction. The evaluation index system of circular economy for cement enterprise can provide a theoretical guidance for the cement enterprises to develop circular economy.The work referenced the study experience of the evaluation index system in related fields. According to the cement industry characteristic, the study selected18indicators to evaluate the development level of circular economy for cement enterprises, which can be classified into five kinds such as resource output index, energy consumption index, resources utilization index, pollution emission index and product quality index.In order to overcome the disadvantages of traditional methods determining index weight, the study constructed AHP-BP model (Analytic Hierarchy Process-Back Propagation) to quantify and optimize the index weight, and then established the evaluation index system. The index weights was obtained by combining expert estimation and an analytic hierarchy structure of evaluation index system which was established by using the AHP (Analytic Hierarchy Process) method. Sequentially, the index weights was used to calculate the target vector, which was the linear weighted value of actual production index of the15companies. Meanwhile, the actual index value was used as the input vector. The BP network was composed of the input vector and the target vector, which was used to output the optimized index weight value after the network inspection. As the advantage of BP network in nonlinear mapping ability is absorbed, this model overcomes the disadvantages of AHP method, such as the subjective randomness, thinking uncertainty and vague understanding. With the full application of expert experience and knowledge in the model, on the other hand, the defect of BP network in weight valuation arbitrariness has been overcome effectively.Finally, the evaluation index system was used to evaluate the level of circular economy development in a typical cement enterprise, and the result of assessment agreed with the actual conditions. In the process of evaluation, the concept of restriction factor was introduced creatively, which can point out the direction of circular economy work in future. As the position in the whole industry and the importance in the enterprise can be reflected simultaneously for a certain index value, the restriction factor can determine the main constraints more directly and comprehensively, compared with the traditional management system, such as the single index benchmarking management. At last, According to the main constraints in the circular economy development based on the restriction factor of indicators, solving scheme was proposed correspondingly, which can show clearly direction of circular economy work for the cement enterprise in future.
