Research On The Estimating Methods Of Circular Economy Of Small And Medium-Sized Cities

This paper which was based on the understanding of the circular economy development research at home and abroad researched development level of circular economy of five pilot counties in Sichuan province.before comprehensive evaluation started, the paper has consulted evaluation index system of circulation economy at home, and then has established urban evaluation index system with the relevant principles.the paper has obtained development level improvement status of circular economy of HongYa in2005to2009years and rank ordering of development level of circular economy of five counties in2009through collecting the evaluation index,choosing linear weighting method. At the same time the paper also has adopted the factor analysis to calculate rank ordering, which inspects the former method. After analysed and discussed the two evaluation results, paper has Put forward the deficiencies and Suggestions in the circular economy development construction of small and medium-sized cities in our province.The research shows the comprehensive evaluation index of circular economy of HongYa county has promoted step by step after five years of circular economy development construction, which shows the construction of circular economy is effective. The growth of the pollution Abatement index and resources recycling index is large in the five subsystems. In order to make the development of circular economy more stable and reliable. HongYa should strengthen the development of the tertiary industry and reduce town unemployment rate in the cycle economy of construction.According to the research on the circular economy of the pilot county with the method of comprehensive evaluation analysis and factor analysis, Hongya County ranks in first with a greater advantage, the Shehong and Jintang in the middle, Dazhu and Jiangyou in the back position. The evaluation results show that the counties should focus on solving the problem of low ratio of tertiary industry and high urban unemployment rate, and discover and solve the new problems arising in the process of circular economy construction, so that the circular economy can stay stable, sustainable and healthy.
