Wetland is known as "kidney of the earth", which are called three ecosystem with the sea and the forest. Wetland has directly influence on water storage and flood regulation, climate regulation, soil and water conservation, water purification and biodiversity conservation. The construction of wetland park is a kind of protection means for wetland resources and ecosystem, and a way of harmonious coexistence for human and nature, which helps to promote the formation of benign ecological environment. Nowadys, wetland park is a brand new subject in the law circle of China, so the construction, protection and management of wetland park exist many problems. Therefore, wetland park to be brought into the orbit of legalization and perfected continuously, which not only has practical significance, should also be the important research in science of environment and natural resources law field.Beginning with the concept of wetland park and the development situation of wetland park in China, the thesis attempts introduce the current legal system of wetland park in China and point out the problems in legislation, management system and enforcement, and make some concrete suggestions to improve the legal construction of wetland park in China on the basis of the advanced experience in America, Canada, Japan and Britain. At present, the legal norms of wetland park in China are imperfect; the law is on the low level; the local legislation is limited and it is lack of the legal liability. In order to carry out the work of wetland park, we have to perfect the legal system of wetland park by obeying the sustainable development, environmental prior, rational exploitation and other ideas. We should develop a comprehensive legislation and formulate the relevant laws and regulations, so as to form a complete and comprehensive legal system. In addition, as a result of the present management system and enforcement is not perfect, we can not achieve the purpose of the protection and management of wetland park. Therefore, proceed from reality of wetland park in China, we should establish the vertical management system, and clear management duties and the source of funds on the aspect of management system; we should improve professional level, and perfect enforcement procedures, as well as strengthen the work of propaganda and education to raise the environmental protection awareness on the aspect of enforcement.
