The wetlands and forests, oceans are three global ecosystem, wetland is the important living environment and ecosystem in earth. Wetland has rich resources and important ecological function, it also plays an irreplaceable role in flood runoff regulation, degradation of drought, pollution, purifying water quality, protecting shoreline, adjusting the climate, providing wildlife habitats and maintaining regional ecological balance. With the development of social economy, and the unreasonable development and utilization of wetland, it leaded to large encroach on wetland and ecological environment worsening. So, how to effectively protect wetland has become the urgent need to address the problem.Wetland park can protect wetland resources, it is a better model to protect the wetlands. Now wetland park in theoretical study and practice has just started, in order to promote the development of wetland park, planning construction of wetland park on in-depth exploration and research has the very improtant significance.This paper described the basic concept,classification and function of wetland and wetland park,and periodically summarized the wetland park development course, then selected the domestic and foreign typical wetland park to study, summed up the successful experience of the construction. On this basis, taking the Qin Lake wetland park as example, it discussed the overall planning and design, and aiming at the main problem of water environment management, it puted forward to establish ecological compensation into the service function of water environment, and exploratory established the Qin lake wetland ecological compensation mechanism, then studyed on the sustainable development of wetland.Through the research, it maked preliminary exploration of wetland park planning construction and sustainable development,and it will provide theoretical reference for the construction of wetland park in future.
