Countermeasures And Plight Of Local Government Ecological Management

A crisis has no boundaries spread rapidly worldwide with intensification of ecological problems. A lots of pollution events sounded the alarm for the human. Ecological problems have never been so prominent, ecological governance is a major problem for governments. Effective ecosystem management requires the government to play its functions effectively to the implementation of ecological management into practice. Local government is not only the central policy implementers but also the local policy makers, plays a major role in the process of ecological management.This paper will study the three river sources where is located in the Qinghai—Tibet plateau hinterland. The Yangtze, Yellow and Lancang rivers originate there. There is important ecological value with the largest highland wetland areas and the most concentrated areas of biodiversity. The region is the poorest and Tibetan-congregated in Qinghai Province, ecological problems is very serious. In this thesis, guidance of the scientific concept of development and ecological civilization, analysis and reference of the concept and model of ecological management from abroad.To establish a path of ecological management with local specific issues and problems .Mitigate the deterioration of ecological environment, making man and nature, social harmony and development.
