Study On The Problems In Ecological Performance Management Of Local Government In China

With China’s industrialization and urbanization developing rapidly,our country is moving into the accelerating period of urbanization. Along with economic development, rapid urban size significant growth, urban spatial structure has changed dramatically. But the ecological space fragmentation is gradually intensified, urban ecological environment problem increasingly prominent. In recent years China’s outbreak of ecological environment crisis frequently, has the further development of economy and the improvement of people’s livelihood Chinese pose a major threat, and had a certain influence on the global ecological environment, the government needs to imminent for leading the construction of ecological civilization.The government performance management as an important measures in the worldscope of administrative reform, become the main entry point for the reform of government, Is to improve the functions of the government, effective way to improve the image of government in public. China’s government performance management in ignorance of the ecological environmental problems, ecological environment problem is increasingly serious, a departure from the sustainable development track.In recent years the Chinese government started to pay attention to ecological problems vigorously carry out the construction of ecological civilization. In this paper, from the perspective of ecological civilization, as the research object the ecological status of local government performance management to study the problems of local government performance management ecology. First of all, in this paper, the management history of the ecological performance of local government in China are reviewed. The current situation of the development of the characteristics and typical case analysis, found that there are a lot of difficulties of ecological management performance of local government in China, such as economic development and ecological performance is difficult to balance, large regional differences, the evaluation period of dislocation, test and other issues, and from the performance management main body consciousness, management system is not perfect, the lack of system guarantee for three reasons analysis of dilemma.Secondly, try to construct the basic framework of local government performance management ecology, including the basic content of the guiding ideology and basic principles of the construction of ecological system of performance management and local government performance management framework of ecological. And put forward countermeasures and suggestions,such as according to the diversity, ecological performance management main body of public participation in the transformation of the government only GDP performance concept, improve the ecological indicators of performance management, countermeasures. Finally,taking Da Hinggan Mountains area as an example of empirical analysis, through the analysis of the current situation and existing problems to put forward the countermeasures. I hope that through this paper can cause people to pay more attention to the problem of local government performance management ecology, make up for deficiencies in the theory of ecological performance management of local government, to provide reference for the reform of government performance management.
