China is one of the fewest countries in the world which have the most serious natural calamities, with various kinds and high frequency, covering wide areas, resulting in dramatic damage, making serious bad influences to economy and society development of China. At 14:28 on Mayl2,2008, Wenchuan earthquake happened in Sichuan province,69176 people were killed,374159 people were injured,17145 people missing. On April 14,2010, Yushu earthquake happened twice in Qinghai province, the highest magnitude reached to 7.1 level, causing 67,000 families and 22.3 million people affected, the affected population accounts for Yushu Tibetan autonomous region of the total population of 62.5%. Despite the growth of technology of China's earthquake prediction performing a great development, but regional earthquake occur from time to time, people suffer a severe blow. Because the situation of disaster in the emergency aid involves in fast transportation and dynamic allocation of numerous materials recourse, the Emergency logistics management has special demand and unusual complexity.This paper studies under the background, combined with the actual situation in the earthquake-stricken area, from the characteristics of the earthquake disaster, comprehensively considered the supplies and transport capacity limitations of the earthquake disaster in emergency, using the shortest-way theory, the maximum flow theory and the minimum expenses and biggest flow theory applied to the earthquake disaster in emergency vehicle routing choice, with the concept of "the shortest time for the largest transport capacity", established the earthquake disaster emergency logistics system in road transport route choice model from a realistic point of view for the protection of the timeliness of supply to meet the needs of disaster relief supplies to the state disaster prevention.This thesis first introduces theory about the emergency logistics, emergency management and natural disaster, analyzes the features of earthquake disasters and emergency logistics management, and clarifies the importance of the earthquake disaster emergency logistics. Combined with the practical situation, the thesis points out the problems, which China earthquake disaster emergency logistics management are facing. Then, the thesis introduces the shortest-way theory, the maximum flow theory and the minimum expenses and biggest flow theory, building the model of the shortest time for the largest transport capacity, in order to detern ne the Route Choosing in Road Transportation of Logistics Emergency system for Earthquake Disaster as the basic ideas. In addition, analyzing the time, traffic capacity, traffic speed, the max traffic capacity, traffic flow and other factors, and resolve the quantitative problem of time and traffic capacity. On this basis, the thesis proposes algorithm to solve the model of the shortest time for the largest transport capacity. Finally, put forward an example to verify the feasibility of the algorithm...
