The Research On The Emergency Supplies Coordinated Allocation For The Earthquake Disaster Of China

The accurate prediction for earthquake was one of the problems failed to solve in the world and its hazard was huge, therefore, the post-earthquake emergency management became a hot research spot now which core was the emergency supplies allocation. Only the emergency supplies can be allocated reasonably that more lives can be saved. So how to allocate the emergency supplies reasonably for earthquake disaster had become the primary problem in the current emergency management study. Based on this, the author on base which predecessors study further researched the emergency supplies coordinated allocation and proposed solutions to coordinate the allocation problems.First, on the basis of summing domestic and international research achievements, integrating with the concept of emergency supplies allocation and emergency supplies scheduling, this paper redefined the concept categories of emergency supplies deployment, and put forward a new concept of the emergency supplies coordinated allocation, which laid the foundation for this study.Second, for the emergency supplies coordinated allocation between two seismic point, established game model when one point supplies was adequate and another was exile using game theory and gave materials allocation choice method emergency supplies coordinated allocation stage, which provided decision-making basis for the policymakers that chose materials distribution. Meanwhile, built coordination deployment game model among multi-seismic points to solve emergency supplies coordinated allocation problem.Then, about the emergency supplies coordinated allocation problem between seismic and rescue points constructed model based on fuzzy control and tabular method to determine the optimal scheme allocation among multi-seismic points and multi-rescue points.Finally, further solving the coordinated allocation problem, based on five reviews which including the subject of coordinated allocation their own quality, cooperation between the multi-body, the legal basis, social support and coordinated allocation hardware support environment, put forward the countermeasures to improve emergency supplies coordinated allocation for the earthquake disaster in our country.
