The Current Situation And Countermeasures In The Construction Of Civilized Eco-village In Zaozhuang City

Since the reform and opening up thirty years ago , China's economic and social development has come to a new level, with the basic conditions of industry supporting agriculture and cities supporting rural 7areas. Building a new socialist countryside is the inevitable choice of narrowing the rural-urban disparities and promoting social harmony in the new situation of building a moderately prosperous society. Civilization-building can play an important catalytic role in rural development, eco-villages ecological economy, ecological environment construction, construction of ecological culture , can be of great significance in promoting the goals of the new rural construction of "the development of production, affluent life, civilization, clean and tidy villages and democratic management", and is an important way of building a new socialist countryside .Based on the Marxist "three rural" issue of the classic exposition of ecological civilization and the domestic and international practice and theory, this essay discusses the progress of civilization of an ecological village , shows that the "three rural" issue is an important part of Marxism, and shows that the practice of building an ecological village and theoretical studies have made important achievements at home and abroad. In the aspects of theoretical research about Eco-village, this essay defines the meaning of civilization as three aspests of the construction of ecological village environment, development of eco-economic, ecological and cultural construction and so on; civilization has six basic features of eco-villages, which is the formulation of scientific principles technology route in accordance with reality and local conditions, the optimal adjustment of rural economic structure and the ecological agriculture development, the rational and efficient use of resources , the economic development speed and high-income level of farmers, the improvement of the living environment, the integration of material civilization, political civilization , spiritual civilization and ecological civilization; the civilization construction of an ecological village should follow four basic principles of the people-oriented, sustainable development, operational and public participation ; an eco-village includes four aspects of the construction of eco-economic development, ecological human settlement development, ecological environment construction and ecological culture , which is of important significance in developing rural economy , increasing rural incomes, improving the quality of farmers, changing the rural backwardness and improving the agricultural production environment and so on.After the analysis of the foundation of civilization in Zaozhuang City about location, resources, environmental protection, ecological environment, the results show that Zaozhuang is good for creating a ecological village in view of the location in the border between North and South , rich in natural resources, rapid economic development , and ecological environment . Since 2004, 251 Civilized eco-villages have been built in Zaozhuang City, which has achieved remarkable results in the promotion of rural economic development, increasing farmers income , improving rural living environment and the quality of life of farmers , improving their quality of civilization, close relationship between the party and cadre , and the conservation of land . An Civilized eco-village in Zaozhuang City has four main features of the spatial distribution, 136 along the highway, accounting for 54%; 25 around industrial and mining areas, accounting for 10%; 12 near the scenic area , accounting for 5%; 66 in surrounding cities and towns, accounting for 26%. The Civilized eco-village in Zaozhuang City can be divided into agricultural type, industry type and community type. In the analysis of Civilized eco-village in Zaozhuang City based on typical cases, this essay summarizes their experience as follows: first, creating a peasant masses as the main ; second, managing village plan as a starting point and basis ; third, improving the living environment as a created starting point; fouth, improving the overall quality of farmers as creating goals and key points; fifth, developing the rural economy and increasing people's income as the main line and a support to create. This article points out the four main issues about the lack of scientific and rational planning in building the eco-village in Zaozhuang City, the funding bottlenecks, the lack of farmers'self-consciousness and innovation, and rural grassroots organizations and the weak mechanism for managing; for the existing problems , the corresponding countermeasures and suggestions have been put forward which are of certain significance for promoting sustainable development of the construction of civilization eco-villages in Zaozhuang City.
