With the modem environment and resources questions are outstanding day by day, the contradiction between the generous demands of material resource and the height shortage of the resource ecology have already become the serious obstacle of restricting economic development of our country more and more. The emergence of eco-industrial parks provides a new way of thinking for sustainable development, it has become an inevitable trend in China's industrial development. However, due to the eco-industrial park's limitations of time and experience in the country, there are still many problems in the particular of the development and construction, so the study of theory and practice is still a topic of great value. ISO14000 series of standards as an important tool in environmental management, it embodies an advanced concepts, "comprehensive management, pollution prevention." It has been Paid much more attention by lots of governments, corporations and International organizations. In the eco-industrial park construction, ecological planning system is the foundation of the park construction, ISO14000 environmental management system is the management tool, Both of them embodies the concept of pollution control and sustainable development. Although these are two different systems, have significant differences, but there are also many commonalities. If eco-industrial park planning and construction can combined with ISO14000, so that the park's planning, management synchronization, will better facilitate the development of eco-industrial park, to achieve economic and ecological environment in a virtuous circle, which has become goals of the eco-industrial park construction. Study on the relationship between the two systems is the need for implementation of ISO14000 series thoroughly, but also a need to further strengthen the establishment of eco-industrial park to adapt to market economy and sustainable stratagy. It has significant influence on the future parks,as well as the development of Chinese eco-industrial parks.First, this paper based on the comparison of thererical reseach of two sysyems listed above, and compared the national demonstration gardens, eco-industrial demonstration park and ISO14000 National Demonstration Zone. Conclusion proves that Both of them are for the purpose of protecting the environment and reducing pollution; the most important difference between them is the the object in the study, the basis and the role for implementation, and the focus to solve the problem, etc.; there are many commonalities between the two, collaborative implementation of the two can promote the construction of eco-industrial park,it has a positive impact for the eco-industrial park's construction。Then, Qingpu Industrial park is taken as the research object, from the analysis of the background of industrial parks to proceed, based on the park's statistics and research data, it was applied as an example from the initial foundation to the implementation of two systems. It focused on the specific aspects in the construction of eco-industrial park and management. Also, postive and negtive effect was pointed out in the process of foundation of two systems from comparisons, and analyzed their couplings.Then,it proposed a series of optimizaiton path to make the similarity unified between ecological planning and management, thus it improved the overall efficiency of the industrial park.In the end, the main research results and some problems awaiting solution in the dissertation are summarized. The difficulties in ecological security research and its general trend of development are discussed.
