Research On Environmental Emergency Of Earthquake Disaster

China is one of the most serious countries suffered earthquake disaster, and earthquake has caused heavy casualties and huge economic losses to our country. After entering 21th century, the earthquake has hits China many times. While it gives people in disaster area social life to create the heavy damage and influence, earthquake also has initiated the serious environment disaster, like source of drinking water pollution, cities environment infrastructure damage, virulent harmful and radioactive substance divulging, ecosystem destruction and so on, severely impairing people's life and property security. To effectively prevent, control and eliminate the environment disaster initiated by the earthquake, safeguard public health and safety and maintain the normal social order, the research on environment emergency of earthquake disaster is very essential.According to our country concrete national condition and the domestic and foreign related research, the paper presents how to take effective environmental emergency measures, establish and improve the environmental emergency response mechanisms. In the writing process, a large number of earthquake-related literature and the environmental emergency and crisis management research data has been consulted, and each item of environmental emergency procedures which were adopted in Wenchuan and Yushu earthquake has been referred to and summarized, researching on each essential factor of environmental emergency, and focusing on three aspects of the environmental emergency monitoring, environmental infrastructure emergency and environmental emergency of transitional resettlement. Firstly, environmental emergency monitoring has been studied. Take "5 ? 12" Wenchuan earthquake monitoring as an example, from the monitoring object, monitoring technology, logistics, monitoring programs and other aspects, environmental emergency monitoring is discussed. According to problems of China's current environmental emergency monitoring, countermeasures and suggestions are given. Secondly, for environmental infrastructure damaged by the earthquake, including water supply facilities, centralized sewage treatment facilities and waste disposal facilities, feasible and effective emergency measures are put forward, and infrastructure design recommendations for earthquake disaster prevention and environmental are given. Take "5 ? 12" Wenchuan earthquake Wenjiang District sewage treatment plant as a typical case, the damage on the receiving water level of the water environment and major emergency repair measures are assessed. Thirdly, for environmental issues of transitional resettlement areas after earthquake, specific environmental emergency measures are introduced, including emergency water supply, sewage treatment, garbage treatment and other aspects to ensure the transitional resettlement areas to run smoothly. Finally, for existing problems and weaknesses of China's environmental emergency response mechanism of earthquake disaster, some recommendations are put forward to establish and improve environmental emergency response mechanism of earthquake disaster.
